There's been talk that the Federal Reserve will slam interest rates to zero or even negative when the next recession strikes. President Trump's support for negative interest rates has quickly increased in the last several months as the latest tracking estimates for Q4 GDP have tumbled to sub 0.4%.

of the world, which is near zero to negative territory. This has undoubtedly alarmed UBS CEO Sergio Ermotti, who said banks have "no choice" but to pass on the negative rate pain to customers. 



Ermotti said UBS "will not pass negative rates to smaller clients, the personal banking clients," that's because if UBS and other EU banks actually passed along negative rates to poor and middle-class families -- that would quickly spark unwanted social unrest that could crash the entire system. 




"Right now, the threshold is very high still," Ermotti said. "It's difficult to make a prediction right now, but we are quite convinced it's not going to go down to smaller investors."






And of course, banking elites are smart enough not to pass on negative rates to poor people, but as per the Bloomberg interview, Ermotti will be targeting high-net-worth investors with more than 500,000 euros or 2 million Swiss francs. 



G4 policy rates are near zero, with the exclusion of the US. But with the Federal Reserve embarking on a new interest rate cut cycle in response to collapsing global growth, it seems that policy rates across the world could go deeper into the negative territory through 2020. 





The ECB and SNB have slammed rates into negative territory in recent years in hopes to stimulate domestic and regional growth by charging banks to deposit funds, rather than lending to consumers or businesses, Bloomberg noted. 



Negative interest rates have been in an absolute disaster in Europe, with Germany teetering on the edge of a recession. 



Though Trump on Twitter has been begging for negative rates for the last several months as the US economy grinds to halt in Q4. Trump could see negative rates, but it will be for all the wrong reasons, and then US banks will have to make the decision that European banks are currently going through, which is how to pass along negative rates to customers. 




The failure of monetary policy in Europe has pushed the region to a near recession with EU banking stocks down 13% on the year. 



And as UBS's Ermotti said in the interview, he has no other choice to pass through negative rates to clients, but at the moment, his bank will charge only wealthy clients. This means wealthy depositors will have to pay UBS to store their money in the bank.

ers in Northern California on early Wednesday will see their power cutoff so that Pacific Gas and Electric Company (PG&E) can avoid sparking another deadly wildfire. 





The National Weather Service (NWS) posted "red flag warnings" for parts of the Bay Area, Sacramento, Paradise, and even up to Redding. 



Northly winds are expected to be in the 40-55 mph range, with some gusts over 55 mph, which could damage electric lines and spark wildfires, one of the main reasons why PG&E wants to cut power. 





PG&E published a community resource map of certain facilities that residents can use for WiFi, bathrooms, and food during the rolling blackout. 





PG&E has conducted several rolling blackouts since Sept., which at one point left millions of residents in the dark for days while the electric company shutdown large transmission lines to avoid electrical fires during a windstorm. 



The bankrupted utility company has been extra careful about preventing blazes during windstorms since deadly fires in Northern California in 2017 and 2018 are expected to cost $30 billion. 




"We all know it's not sustainable -- it's not where we want to be," Andy Vesey, PG&E's chief of utility operations, said Tuesday. But at this point in time, it's the situation that we are faced with."

In a shocking move, Chase Bank announced on Thursday that it was going to be forgiving all outstanding credit card debt from its Canadian customers, according to Yahoo Finance. The bank closed all of its credit card accounts in Canada back in March of 2018. 



When the accounts were initially closed, customers were told to continue paying down their debt. Now, they're being told by the company that their debt is cancelled. CBC talked to some customers who got letters from the bank this week.

Turner also said his last payment to the account was also going to be reimbursed. 





Paul Adamson of Dundalk, Ontario said he called his bank after seeing his account was closed because he was concerned about missing a payment. Adamson said:




 "I'm honestly still so ... flabbergasted about it. It's surprise fees, extra complications – things like that, definitely, but not loan forgiveness."




The bank had previously offered rewards cards for both Amazon and Marriott in Canada. Maria Martinez, vice-president of communications for Chase Card Services, said that the bank could have sold the debt, but that forgiving it "was a better decision for all parties, including and most importantly our customers."



It'll be interesting to see if the news is as well received by diligent Chase customers in Canada who paid off their cards, as well as American customers who have undoubedtly racked up massive sums of debt with the bank. 



A 24 year old university student, Christine Langlois of Montreal, said she hadn't paid the card in 5 years. 




"It's kind of like I'm being rewarded for my irresponsibility," she said.

This weekend's record-setting heatwave roasted 200 million Americans inhabiting the eastern two-thirds of the country, but some had it worse than others.



While most of those affected had the option of beating the heat by staying indoors, power outages in Brooklyn and Queens left more than 50,000 people temporarily without power - and thus, no AC - subjecting them to the punishing heat, which was blamed for at least six deaths.

Cuomo said he had directed the State Department of Public Service to expand its investigation into ConEd outages, which it opened after a failure last weekend left 72,000 customers in Manhattan’s West Side without power for hours.





Con Edison said its crews are responding to power outages and will continue working throughout the day to restore power to as many customers as possible.



Cuomo also declared the heatwave "a natural disaster" and insisted that ConEd should have been better prepared.



"We have been through this situation with ConEd time and again, and they should have been better prepared," Cuomo said in a statement. "This was not a natural disaster; there is no excuse for what has happened in Brooklyn."



While it didn't respond to Cuomo, the company has said that it took some customers in southeast Brooklyn out of service to protect sensitive equipment, and said it would restore power as quickly as possible. Brooklyn neighborhoods impacted include Canarsie, Flatlands, Mill Basin, Old Mill Basin, Bergen Beach and Georgetown. Another 27,000 lost power on Long Island.



The exact number of people impacted was difficult to tally, since an individual ConEd customer could be a single-family home or a large apartment building, according to Bloomberg.



As usual, Mayor de Blasio was no help, though at least this time he was present at his office, and not out campaigning in Iowa, during the outage. He provided regular updates on his twitter feed.




Several NYC public schools will be closed on Monday due to the outages.



The outages created dangerous conditions on the road, leading to many near-accidents like this one at certain particularly dangerous intersections.




ConEd has asked customers to try and conserve power while it works to repair equipment.



But whether ConEd turns the AC back on or not, everybody will feel some relief on Monday as the heat wave is expected to pass and heat advisories are expected to be lifted for a large swath of the US. The heatwave initially stretched from Oklahoma to Ohio toward the middle of the country, and along the East Coast from Maine to South Carolina.
